I'm confused where you could be confused.

Edge player declares activation.

Break player declares break and does an activation.

Edge player finishes his original activation.

Carry on with break player's next activation as normal.

How was (presumably Simon) interpreting it?

Simon and Mike actually, they weren't interpreting anything that I could see, it just doesn't explicitly say otherwise

So seeing it as a skip ahead rather than an extra activation?

Yep, I thought it was (and read it as) a "interrupt" not a "change of priority".

The more I read the more I wish they'd used a better editor (or even used one!).

That's what I thought, a skip not priority change/ extra activation.

So basically break turn 2 to get activation priority. Not always tactically worth it.

It is a change in priority, not a skip.

Without the break:
Player 1 will move his 2nd, 3rd, 4th etc models first.

With the break (it used on 2nd model):
Player 2 will move his 2nd, 3rd,4th etc models first.

It changes Priority for the whole turn (though there might be other Breaks).

I think you're overestimating the importance of winning initiative in an alternate activation system past the very first activation.

I also think you're missing the big power of the break being your opponent must declare a model and an action before you decide to use it or not, which gives it massive flexibility to use exactly where it will have most impact.

The 2nd model declaring an action is a bit moot, as it can freely change it after the Break is finished (says the author).

I still think the Break changing the whole Priority is a big advantage.
It worked for me against Dave (which is when I mentioned it as I thought we'd done it wrong) as it allowed me to get the flamer on him, breaking a nearby member of his gang -probably won me the game.

In fairness I don't think that it was the break that won you it but rather me playing like a numpty!
